Constitutional Amendment

SGA Academic VP 2006-2007

1.  Purpose: Amend the MUSC-SGA constitution to officially double the number of budget presentations placed before the general body and give specific dates for voting and completion.

2.  Be it Enacted by the Medical University of South Carolina Student Government Association assembled in regular session the following:

3.  That the Medical University of South Carolina Student Government Association Constitution be altered to read as follows.  The SGA will present the budget twice a year to allow for discussion and alteration of the use of student activity fees in the fall and spring semester.  The budget also needs to be presented and discussed at the fall retreat but voted upon at the following meeting so all members get a chance to review and propose suggested changes prior to a vote.  

4.  Article VI, Section 1, Sub-section (a) reads:
The SGA will establish a general balanced budget plan each year.  A proposed budget will be prepared by the Treasurer in conjunction with the other members of the Executive Council and be presented to the SGA at the annual Fall Retreat.  The budget plan may be approved by a simple majority vote at the meeting.

Let the section be amended to read:
The SGA will establish a general balanced budget plan twice a year.  The proposed budgets will be prepared by the Treasurer in conjunction with the other members of the Executive Committee and presented to the SGA at the annual Fall Retreat, and the first meeting in February.  The spring budget will reflect any changes necessary due to actual fall expenditures.  The budget may be approved by a simple majority vote at the next meeting provided that a quorum is present.
