Open Positions Title: Director of the Office of Integrated Planning and Assessment Position: Full-time, staff (or faculty if qualified) Institution Description:The Medical University of South Carolina (MUSC) has served the citizens of South Carolina since 1824. It has expanded from a small private college for the training of physicians to a state university with a medical center and six colleges for the education of a broad range of health professionals, biomedical scientists and other health related personnel. Located in Charleston, MUSC has colleges of dental medicine, graduate studies, health professions, medicine, nursing, and pharmacy with an enrollment of about 2500 students. MUSC’s affiliated medical care facility is comprised of five separate hospitals (Charleston Memorial Hospital, the University Hospital, the Institute of Psychiatry, Children's Hospital, and the new Ashley River Tower). The Medical Center includes centers for specialized care (Heart & Vascular Center, Transplant Center, Hollings Cancer Center, Digestive Disease Center, Storm Eye Institute, and the Bone & Joint Center). Numerous outpatient facilities include Family Medicine, Rutledge Tower, and various affiliated faculty practice ambulatory care centers. Organizational Unit Description: The Office of Integrated Planning and Assessment (OIPA) is a new University-level administrative unit approved May 30, 2007 by President’s Council. This Office assumed many existing responsibilities previously assigned to two dissolved administrative units: the Office of Institutional Research and Assessment and the Office of (facilities) Planning and Special Projects. In addition, this Office will provide a new needs-based analysis function. This Office is a unit within the Office of the Vice President for Academic Affairs and Provost that works closely with the Office of the Vice President for Finance and Administration to provide quantitative data and information for management decisions, and a process for evaluating the benefits and liabilities of a stated need or request. This Office has been charged with developing and implementing a formal process to conduct institutional research focused on “needs assessment” when major institutional commitments are involved. The Office also oversees and provides support for the integration, coordination and completion of mandatory state, federal and accreditation reporting of postsecondary education information requests. OIPA maintains the digital repository for all faculty including their appointments, promotions and related academic credentials. In addition, this Unit is responsible for establishing and maintaining data and information related to facilities space planning and management, and ensuring the accuracy of the space and faculty databases for integrity and utility as management tools. OIPA administers and reports faculty assessment of the University’s senior academic leadership team (i.e., surveys of department chairs, college deans and two vice presidents including the Provost), and conducts assessments of current and planned activities that are useful for documenting goal achievement. The Office will serve as a repository for all professional accreditation reports, serve as liaison to MUSC’s regional accreditation body, and will complete surveys from relevant governmental and commercial sources. The Unit will establish and maintain an on-line common data set reflecting the dimensions of the MUSC Enterprise to both the public and internal departments, and facilitate the continued revisions to the University’s strategic plan while assimilating goals and accomplishments into the planning and budgeting process. This Office will maintain a space database and space inventory. It will be involved in the specification and justification of facilities’ needs and contribute data suited to administering annual faculty contracts for all full- and part-time faculty (~1350) as well as annual Memoranda of Understanding for about 2,000 with volunteer appointments. OIPA will also manage, negotiate and finalize lease contracts as well as be responsible for designing and implementing a campus signage system. Although architectural expertise may not reside within the Office, it is recognized that architectural expertise is available depending on project requirements. General Statement of Position: The Director of the Office of Integrated Planning and Assessment is responsible for providing the President, the Vice Presidents, and other senior leadership with studies, surveys, and assessments that support and inform the development of University policy, the assessment of academic progress, and the evaluation of operational outcomes. The Director will bring a client-oriented and collaborative style of leadership to enhance the Office’s effectiveness across all areas of planning and performance. The incumbent should demonstrate a willingness to develop integrative thinking, i.e., the ability to forge an innovative solution from two or more opposing ideas that contains elements of all but improves on each. In addition, the Director will also assist other University offices in meeting the requirements of state and federal reporting, academic program audit and review, and institution-wide surveys. The incumbent will coordinate space management and the integration of strategic planning and budgeting as well as serving on relevant major standing committees. An initial responsibility of the Director will be the creation of an organizational unit that will fulfill the goals, objectives and responsibilities of OIPA as outlined above. Reporting Lines: Operationally, the Director reports to the Vice President for Academic Affairs and Provost while maintaining a close working relationship with the Vice President for Finance and Administration. It should be recognized, however, that the nature of the activities of this Office requires an informal working relationship beyond the formal administrative organizational structure.
