However, with the expansion of branch campuses&nbsp; across state borders and accessibility of Internet-based learning,&nbsp; rules, regulations and requirements are continually being reviewed&nbsp; and revised.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; As Internet-based learning has grown in both availability and&nbsp; sophistication, the institutions and other organizations offering&nbsp; courses and programs increasingly find themselves battling against&nbsp; an array of laws, regulations, rules and policies at the federal and&nbsp; state levels, and among accreditors and other quality-assurance&nbsp; organizations.
