Bill No. 06-07

Date Submitted:  11/15/2006

Author:  Academic Affairs Committee

Constitutional Amendment

SGA Academic VP 2006-2007

1.  Purpose: Amend the MUSC-SGA constitution to allow further specific flexibility in the office of the President of MUSC-SGA for decisions placed before the general body.

2.  Be it Enacted by the Medical University of South Carolina Student Government Association assembled in regular session the following:

3.  That the Medical University of South Carolina Student Government Association Constitution be altered to read as follows.  Legislation placed before the body may need to be adjusted simply rather than a full re-write.  Allowing the president to line-item veto assists in the flow of policy into action.  The one week time period gives the president ample time to contemplate the proper manner to handle a veto, but doesn’t allow for the office to delay in action.  Also, one week was chosen rather then two because if the president chooses to veto, the body will have time prior to the next meeting to take the next step if desired.

4.  Article III, Section 7, Sub-section (l) reads:
Shall have the power to veto any decision made by the SGA.

Let the section be amended to read:
Shall have the power to veto and/or line item veto any decision made by the SGA within one week of the general body’s decision.  This decision is to be placed in the minutes with the exact date the veto is ordered (no post dating permitted).
