SFSF is a one-time appropriation of approximately $48.6 billion that the United States Department of Education (US DOE) awarded to Governors.  The American Recovery and Reinvestment Act (ARRA) signed into law on February 17, 2009 by President Barack Obama provided $787 billion in spending and tax relief.  SFSF is authorized in Title XIV Division A of ARRA.
