CHANGES TO THE AFTER-HOURS EMPLOYEE PARKING PROGRAM

:  Monday, June 29, 2009

Program Change:  Due to the closing of patient parking lot G on or about July 1 the location of the employee after-hours parking program will be changed to the Rutledge Tower employee parking garage.

Hours of Service:  4:30 p.m. to 8:30 a.m. Monday through Friday and 24 hours on Saturdays, Sundays and major holidays.

Program Conditions:  The after-hours program is not designed to coincide with any particular employee shift or schedule or to replace a personal parking arrangement should work hours extend beyond 4:30 p.m. to 8:30 a.m.  The program hours reflect the time when there is space in the MUSC parking system which is not needed by employees who participate in the monthly-contract parking system.  Employees who need to be on duty by 4:30 p.m. and who need parking support should consider participating in the monthly-contract employee parking program.  Space in an on-campus parking location is currently available.

Authorization:   Employees who wish to participate in the after-hours program are required to register with the Office of Parking Management, obtain an authorization and display the authorization device on the vehicle when it is parked in the after-hours parking location.

Registration:  Employees may register with the Office of Parking Management at  any time for the after-hours program.  Annual re-registration/renewal for employees already in the program and who wish to continue in the program is held during August and September.  The exact dates will be announced in upcoming weeks.   Until re-registration takes place for the upcoming 2009-2010 year, employees may park under the authorization of their existing B lot hang tags.

Registration Fee:  If an employee parks in the employee monthly-contract parking system, there is no charge for after-hours privileges.   There is a $20 annual registration fee for all other registrants.

Garage Entry and Exit:   No access device will be required to enter and exit Rutledge Tower garage during program hours.  The entry gates to the Rutledge Tower garage will open at 4:30 p.m. and will close at 6:00 a.m. M-F (open 24 hours Saturday and Sunday).  The exit gates will open at 4:30 p.m. and close at 8:30 a.m. M-F (24 hours Saturday and Sunday).

Parking Within the Garage:  Employees with an after-hours hang tag may park in any available space in the garage, with attention given to any space which may be identified for a specific purpose, such as handicap parking. 


Employees who participate in the monthly-contract program for day time parking in Rutledge Tower garage are paying a monthly fee to park.  Employees who use the garage under the provisions of the after-hours program are asked to be considerate of paying parkers as they arrive in the mornings and to promptly vacate the spaces they have occupied during the night

Late Departure:  Departures later than 8:30 a.m. should be the exception rather than the rule.  If an employee is required to stay over,  the employee’s supervisor should contact the access control coordinator at 792-1057 between 6:00 a.m. and 8:30 a.m.   When leaving the garage the employee will need to press and release the red call button at the exit gate and  give his/her name when the operator answers.  The operator will open the gate for exit.

Return of B Access Card: Please return your access card from Ashley-Rutledge garage.  A receptacle will be placed at the exit of the Rutledge Tower garage for that purpose.  In most cases a card deposit was not required, so there will be no refunds.  However, if the card you have was issued as a replacement for a lost card, you were charged a replacement fee and will be eligible for a  refund.  Contact the Office of Parking Management for detailed information.

Enforcement:  All vehicles parked at all times  in the Rutledge Tower garage must display the appropriate parking authorization: a W lot decal, an after-hours hang tag or a temporary MUSC permit.  Enforcement will take place 24/7.

Pedestrian Access and Safety:  The MUSC Department of Public Safety provides safety and security services for all employee parking locations.  Access to main hospital buildings is from the intersection of Vanderhorst and Rutledge Avenue and can also be made by way of the interior passageways from the pedestrian bridge connecting Rutledge Tower garage to Rutledge Tower. From Rutledge Tower, access can be gained to the pedestrian connector and to Children’s and Main.
